Measurable Impact

Data-Driven Rehabilitation Success

While Valley of Hope is in the planning and awareness stage, our vision is rooted in proven results from leading correctional reform models. We aim to build a program that doesn’t just promise transformation — it measures it.

Target Success Metrics

RECIDIVISM REDUCTION TARGET

25% decrease in 3-year recidivism over 5 years

EMPLOYMENT OUTCOMES

75% of graduates employed or self-employed within 6 months

COMMUNITY IMPACT

Stronger families and less strain on public assistance systems

These goals are informed by national benchmarks and real-world examples of what works. We aim to surpass Wyoming’s current recidivism rate of 33.8%.

Proven Approaches Backing Our Model

Our design is not theoretical — it draws from programs that have delivered measurable success across the country and internationally:

  • DOJ/RAND Study: Education programs in prison reduce recidivism by 43%
  • Second Chance Act Evaluations: Workforce development boosts post-release employment by 14.8%
  • Dutch Normalization Model: Community-integrated correctional models show 20–30% recidivism
  • Wyoming JRI (Justice Reinvestment Initiative): Reduced incarceration saved millions in state costs
  • National Fatherhood Initiative: Parenting programs increase family reunification success

These programs prove that when people are given tools, trust, and a real second chance — they succeed.

Evaluation Framework

Valley of Hope will operate under a rigorous, transparent evaluation model. All programs will be monitored, tracked, and adapted using the following tools:

  • Pre- and post-program participant satisfaction and readiness surveys
  • 6-month and 12-month post-release tracking (employment, housing, recidivism)
  • Employer-partner job verification and earnings reports
  • Family reunification outcomes through counselor assessments
  • WYDFS data integration for long-term recidivism tracking
  • Independent financial audits and compliance reviews

Quarterly Public Reporting Will Include:

  • Enrollment, graduation, and dropout rates
  • High school equivalency or vocational certifications awarded
  • Employment outcomes by industry
  • Housing stability and family reunification tracking
  • Cost-per-participant and efficiency metrics
  • New partnerships with employers, churches, and community providers

Independent Validation & Accountability

All outcome data will be verified by external researchers and public agencies. We intend to partner with a Wyoming university or policy think tank to produce annual, public-facing impact reports.

These reports will serve three purposes:

  1. Measure effectiveness honestly
  2. Hold leadership accountable
  3. Inspire public trust and donor confidence
